At my request, Betty Harvey very kindly put up a PostScript version
of Part B of MIL 28001 -- this is the main (only?) reference document
on FOSIs.

You can get it by FTPing to navysgml.dt.navy.mil. It's located in the
/pub/28001 directory. There are three files:

The first is a WordPerfect file (useless if you don't have Word Perfect).
The second is the PostScript version. The third is a PC program you can
use to uncompress the first two.

BTW, regarding web pages & FOSIs -- Betty also had this to say:

Be forewarned -- 28001bps.zip is 16 Mb when unzipped. When printed,
it comes out to 409 pages. If all you are interested in in FOSIs, then
I would suggest printing only pages 173 to 308 (Appendix B). The index 
is on pages 394 through 408. (FYI, Appendix A is an introduction to SGML
and a printout of an example DTD (THE 28001 DTD? I don't know) complete 
with tag descriptions. Appendix C seems to be mainly entity and notation 
declarations specific to DoD documents.) Also be forewarned -- the index
seems to be a few pages off in most cases, for some reason.

If you are using ArborText, note that the online help contains much
of the text of 28001B, with some rewording (the online help is easier
to understand in most cases). It took me a couple of days to figure this
one out, since the manual doesn't tell you, at least as far as I could
find. However, I have still found that a printed copy of 28001B is
useful, particularly if you are new to FOSIs and want to get an overview
of what it's all about.
